The new “Hochhaus Heuwaage” – an enhancement of the urban planning situation

Since 1955, the high-rise building at Heuwaage has shaped Basel's cityscape. After seven decades, the existing building has reached the end of its life cycle.

It no longer meets today's requirements for earthquake safety, building technology and use. After thorough examination, renovation was deemed unfeasible.

The replacement building will offer beautiful spaces for people to live, work and meet in Basel. The new “Hochhaus Heuwaage”, designed by the Basel-based architectural firm Miller & Maranta, will enhance the urban planning situation around the Heuwaage area.

Architecture and planning

A competition was held in 2017 to design the new building, which was won by Basel-based architects Miller & Maranta. The new free standing high-rise building will enhance the urban planning situation at Heuwaage and add value to the entire Steinenvorstadt district and the people of Basel. The ground floor, which is accessible from all sides and features a square area facing Steinenvorstadt, marks the start of the urban development of the Heuwaage area and the entire Birsig-Bogen. A square is being created on Steinenvorstadt that will encourage people to stop and enjoy the area.

Thanks to its distinctive design, the new pentagonal building blends into the city skyline, acting as a tall structure between the city centre and the surrounding neighbourhoods. The building's lattice-like structure allows for a certain degree of permeability, establishing a connection to the historic high points of the old town.

The master plan was approved by the cantonal government in 2020 and by the cantonal parliament in 2021. A building application for the replacement building was submitted in December 2022. Planning permission for the project was granted in March 2025. Preparations for construction then began.

  • 7th–21st floors: 66 rental apartments (1.5–4.5 rooms)
  • Bicycle parking spaces: 193 inside, 13 outside
  • Energy efficiency: Minergie (district heating, geothermal probes + heat pumps, photovoltaic system)
  • The Basellandschaftliche Pensionskasse is investing around CHF 92 million in the dismantling of the existing building and the construction of the modern new building.

Timetable: From dismantling to new construction

According to the current plans, the replacement building will be ready for occupancy in around five years. The following are the most important milestones, subject to changes in the schedule:

  • End of January 2026: Start of dismantling
  • End of 2026: Dismantling completed
  • Spring 2027: Start of excavation
  • End of 2027 – end of 2029: Structural work
  • 4th quarter of 2028 – 3rd quarter of 2030: Interior work
  • 2030/2031: Surroundings, final inspection, handover
